In Hubei province, China, a web-GIS based early warning system is available. Wuhan meteorological center upload the rainfall data through this system on real time. The area is divided into 6 early warning with 82 administrative divisions and the precipitation of the antecedent 15 days is extracted automatically from the database (Zhong et al., 2009). Five different intervals of cumulated rainfall (2, 4, 7, 10, 15 days) are considered and compared with thresholds, for defining which one of the 4 levels of warning to be issued. The system was officially started during the flooding period in 2006 and was employed in the entire Hubei province.
